U.S. Releases List of Delegates for Global Telecom Conference in Dubai, UAE

October 25, 2012

Washington, DC -- The United States Department of State has released a membership list with the names and organizations of the U.S. Delegation to the World Conference on International Telecommunications (WCIT).

The list is composed of 95 delegates, including 59 private-sector advisors drawn from the ranks of industry and civil society. The private sector advisors were chosen for their expertise and international experience in fields related to the WCIT. Their roles as delegates will include providing advice and assistance on policy and technical and commercial matters to the 36 government delegates, who represent multiple Executive Branch departments and agencies, as well as the Federal Communications Commission.

"This is really a `Dream Team’ of policy and technical experts, representing a cross section of government, industry and civil society groups in the fields of international telecommunications and the Internet," said Ambassador Terry Kramer, Head of the U.S. Delegation. "I am impressed with the level of enthusiasm and professionalism, and I am excited to bring such a world-class delegation to Dubai."

Scheduled for December 3-14, 2012, the WCIT will provide a global forum for member states of the International Telecommunication Union to review and revise an international treaty that addresses how international telecommunications traffic is transmitted around the world. That treaty, known as the International Telecommunications Regulations, has not been revisited since 1988, before the advent of the Internet and the rapid growth of mobile services. Decisions made during the WCIT could have long-lasting impacts on the international telecommunications links among countries, including those underlying global Internet services.

Ambassador Kramer was appointed Head of Delegation for WCIT in June 2012. He has had a twenty-five year career in international telecommunications. For eighteen of those years, he worked for Vodafone Group Plc/AirTouch Communications in a variety of roles, including Group Strategy and HR Director and Chief of Staff, as well as Regional President of Vodafone Americas. He has also spent several years leading and advising small, growing technology companies, serving as CEO at QComm International and as a board member of Fiber Tower, 724 Solutions, and Sonim. In addition, Ambassador Kramer is an Entrepreneur-in-Residence at the Harvard Business School and a lecturer and faculty advisor at UCLA's Anderson School of Business.
