MEMORANDUM OF UNDERSTANDING BETWEEN THE UNITED STATES OF AMERICA AND THE REPUBLIC OF ANGOLA CONCERNING INTERNATIONAL AIR TRANSPORT

Whereas the United States of America and the Republic of Angola (hereinafter, "the Participants");

Desiring to facilitate the expansion of international air transport opportunities;

Desiring to ensure the highest degree of safety and security in international air transport and reaffirming their grave concern about acts or threats against the security of aircraft, which might adversely affect the safety of persons or property, adversely affect the operation of air
transportation, and undermine public confidence in the safety of civil aviation;

Have reached the following understanding:

  1. Each Participant intends to give high consideration, subject to its safety and security requirements, to applications by carriers specified by the other Participant to operate scheduled international air transportation on routes from behind the territory of the carrier’s home country via its home country and intermediate points to a point or points in the territory of the other Participant and beyond, until such time as a formal aviation agreement is concluded between the two countries.
  2. Each Participant should endeavor to inform the other Participant, at least six months in advance, of any decision to discontinue the applicability of this Memorandum of Understanding.
  3. The present Memorandum of Understanding begins from the date of signature.
