Memorandum of Consultation
Delegations representing and the United States of America and the Kingdom of Morocco met in Rabat , Morocco on June 7-8, 2000, at request of the United States, to discuss the bilateral aviation relationship. The discussions were conducted in a positive and friendl y atmosphere. Members of the two delegations are listed Attachment A to this Memorandum.
The U.S. delegation explain detail the operation of the Open Skies agreements it has concluded with forty-six of its aviation partners. The delegation of Morocco indicated its desire that the agreement include transitional provisions to allow time for Morocco to prepare for the various operations consistent with full Open Skies.
The two delegations agreed the conclusion of a bilateral Open Skies agreement wou;d strengthen the economic relationship between the Kingdom of Morocco and the United States and enhance bilateral aviation links and tourism.
The two delegations further agreed to a second round of discussions in Washington by October 2000, to continue negotiation of an Open Skies agreement.
