Mr. Ambassador:
I have the honor to refer to Your Excellency’s note No. 724933181 dated December 23, 2005, which reads as follows:

[The Spanish translation of Embassy note No. 724933181 dated December 23, 2005, agrees in all substantive respects with the original English text.]

I have the pleasure of informing you that the Government of Colombia concurs with the proposal contained in the above-mentioned note and, hence, the Embassy note and this note in reply shall constitute an Agreement between the two governments that will enter into force on the date of this note, with effect as of December 31, 2005.
