Introduction

The Federal Register is a serial publication of Presidential documents, documents of general applicability and legal effect, and documents required by statute to be published. The Federal Register provides a uniform system that notifies the public of regulations and public notices affecting them. The Federal Register edition regarding the Otay Water District pertains to the President Permit application authorizing the construction, operation and maintenance of cross-border pipeline facilities for the importation of desalinated seawater at the United States-Mexico border in San Diego County, California.
