Introduction

The Otay Water District is a revenue- neutral public agency, authorized as a California special district in 1956 under the provisions of the Municipal Water District Law of 1911, Division 20 of the Water code of the State of California.  The District is a member agency of the San Diego County Water Authority where all potable water is purchased. The Water Authority is responsible for the transmission of imported water within San Diego County to its member agencies, and is itself a member of the Metropolitan Water District of Southern California.

Under E.O. 13337 the Secretary of State is designated and empowered to receive all applications for Presidential Permits for the construction, connection, operation, or maintenance at the borders of the United States, of facilities for the exportation or importation of liquid petroleum, petroleum products, or other fuels (except natural gas) to or from a foreign country. The Department of State is circulating this application to concerned federal agencies for comment. The Department of State has the responsibility to determine whether issuance of a new or amended Presidential Permit would be in the U.S. national interest.
