| |  2002 Seoul MinisterialThe second Ministerial Conference of the Community of Democracies (CD) was held in Seoul, South Korea on November 10-12, 2002. The theme was “Democracy: Investing for Peace and Prosperity.” Some 139 countries were invited and, for the first time, countries were invited as participants and observers.
The attending countries endorsed the Seoul Plan of Action, a blueprint for the Community's actions. A list of criteria for participation was developed by the Convening Group.
