BIOGRAPHY

Kathleen Stephens
Director, Office of Ecology and Terrestrial Conservation
U.S. Department of State

Ms. Stephens, a career Foreign Service officer with the rank of Minister Counselor, is Director of the Office of Ecology and Terrestrial Conservation at the State Department. Previous assignments have included Deputy Chief of Mission at the U.S. Embassy in Lisbon, U.S. Consul General in Belfast, Northern Ireland, Director for European Affairs at the National Security Council, senior country officer for the United Kingdom in the Bureau of European Affairs, and postings and principal officer and political officer at U.S. missions Serbia, Croatia, Korea, China and Trinidad and Tobago. Prior to joining the Foreign Service, Ms. Stephens was a Peace Corps volunteer in Korea, and an exchange student and Outward Bound instructor in Hong Kong. She holds a B.A. from Prescott College and a Master’s Degree from Harvard University. Her foreign languages are Korean, Serbo-Croatian, and Chinese (Standard and Cantonese). Ms. Stephens enjoys mountain biking and hiking.
