United States and United Kingdom Joint Statement on Energy Partnerships

April 28, 2004

The Clean Energy Initiative and Renewable Energy and Energy Efficiency Partnership
New York, New York

Through our joint work under the Clean Energy Initiative (CEI) and the Renewable Energy and Energy Efficiency Partnership (REEEP) the United States and the United Kingdom are committed to strengthening efforts to increase access to modern, cleaner and more affordable energy services. This will help to alleviate global poverty, reduce environmental impacts and further sustainable development.

We will do this by bringing together governments, business, finance and civil society to further a mutually supportive relationship between the CEI, with its emphasis on enhancing access to energy in developing countries to support cleaner economic growth, and the REEEP, which focuses on energy efficiency and enhancing renewable energy’s price competitiveness and market penetration.

We originated these two initiatives as World Summit on Sustainable Development partnerships providing new and flexible ways of working with others to achieve the common goal of maximizing the energy sector’s contribution to economic, social and environmental development. Both are partnerships of developed and developing countries that are performance-based and market-oriented, and are aimed at providing affordable, reliable, cleaner and more efficient energy.

The CEI and REEEP are mutually supportive and by working together, where appropriate, they will share knowledge, communicate across national boundaries and help to spread best practices to overcome the barriers to increased access to cleaner energy use, including the development of renewable energy and energy efficiency.

The CEI and REEEP partners will explore areas where they can work together and leverage human and financial resources to maximize our combined impact.

We believe that our joint work under the CEI and REEEP can help achieve a sustainable energy future and contribute substantially to the Johannesburg Plan of Implementation.
