Dolores Marie (Capece) Brown
Deputy Assistant Secretary for Management Support and the Civilian Response Corps
Mrs. Brown joined the Foreign Service in 1985 in the Management Officer
career track. Her most recent assignments include Deputy Executive Director of the European and International Organizations Bureau; Management Counselor in Cairo; Deputy Chief of Mission in Tallinn, Estonia; and the first State Department officer seconded to the Federal Bureau of Investigation to establish the
Terrorist Screening Center. She also has served in South Africa and Brussels in various management and counselor capacities, and was with the Bureau of Intelligence and Research as a foreign policy analyst for the Baltics, Belarus, and Moldova.
Mrs. Brown graduated from Barnard College with a Bachelor's degree in Russian Area Studies and Art History, and earned two Master's Degrees, one from the School of International Affairs of Columbia University, where she continued her studies in Russian and arms control, and the other from the Industrial College of the Armed Forces, where she focused on Information Technology.
Mrs. Brown is a three-time recipient of the Department of State's Superior Honor Award. FBI Director Robert Mueller awarded her the Director's Award for her work in the interagency on counterterrorism issues. She speaks Russian, French, and Estonian.
Mrs. Brown's late husband was a journalist for the French wire service, Agence France-Presse. She has two sons, Richard and William.
