Gift Fund Initiative

The Department of State has now approved a plan to accept and use gift funds from private entities for international law enforcement training initiatives. This project, called the Gift Fund Initiative (GFI), is a public-private initiative and will be administered by the Bureau for International Narcotics and Law Enforcement Affairs (INL) in conjunction with the Department’s Gift Funds Coordinator in the Resource Management Bureau and the Office of the Director of Foreign Assistance. The Gift Fund has been authorized pursuant to Section 635(d) of the Foreign Assistance Act (FAA).

The GFI was developed to provide a mechanism whereby the private industry and the Federal Government could team-up in areas of mutual interests. Specifically, law enforcement training funded by private entities is designed to assist corporations in reducing financial losses that occur as the result of criminal activity outside the United States.

All proposals are reviewed by INL for consistency with the Department’s policy and procedures, including vetting for conflicts of interest. Funds accepted by the Department of State under this program will be managed by the Department of State, with INL as the lead Bureau, to ensure that all training programs are consistent with the Department’s policies and procedures.
