Iraq Program Overview


INL Mission in Iraq

To assist the Government of Iraq in strengthening its criminal justice system by promoting security, stability, and respect for the rule of law, while protecting U.S. national security and regional strategic interests. It is through the realization of these goals that Iraqi citizens will turn to the courts and other government institutions, rather than violent militias and other illegitimate means, to resolve disputes and seek justice.

History

Since 2003, the Bureau of International Narcotics and Law Enforcement Affairs (INL) has been using its extensive expertise in civilian law enforcement, courts/judicial systems, correctional systems, and criminal justice development in post-conflict environments to effectively manage large-scale programs in Iraq. INL provides management and direction for program resources, including selection, training and oversight of contracted advisors; monitoring of program performance, contracts, and interagency agreements; budget formulation and justification; as well as identification and implementation of policy and operational improvements.

Through dedicated offices in both Washington and at Embassy Baghdad, INL seeks to increase the capacities of Iraq’s police, judiciary, and corrections institutions by providing expertise, training, and mentoring through a wide range of criminal justice programs.

INL Police Development Program

The INL Police Development Program (PDP) will support the continued development of law enforcement institutions and personnel by developing leadership capacity, enhancing civilian policing and specialized skills, strengthening border enforcement, and cultivating sustainable training systems.

INL Justice Development Program

The goal of INL’s Justice Development Program is to establish an independent, transparent judicial system in which the Iraqi public can place their confidence for the fair and efficient resolution of criminal and civil matters.

INL Corrections Program

The Corrections Program aims to establish a safe, secure correctional system that follows internationally recognized standards for the human care, custody, and treatment of prisoners to enhance public safety for the citizens of Iraq.
