The Colombian Norte del Valle Cartel (NVC) is responsible for exporting more than 500 metric tons of cocaine from Colombia to Mexico, and ultimately to the United States since 1990. The NVC regularly uses violence and brutality to further its goals, including the murder of rivals, individuals who failed to pay for cocaine and associates who were believed to be working as informants.
Jose Dagoberto Flores Rios was arrested in Colombia in December 2004. Prior to his arrest, he was the second in command to Arcangel de Jesus Henao Montoya, a dominant trafficker within the NVC, who was arrested in January 2004, and is currently in custody in New York.
