Program Goals:

Increase the institutional capacity of the law enforcement and justice sector to combat drug trafficking and other organized crime.

Program Components:

Guinea-Bissau is a transit zone for South American cocaine en route to Europe. Drug trafficking in West Africa is a threat to regional security, good governance, and public health. The proceeds of the cocaine trafficked through Guinea-Bissau flow back to and reinforce the financial strength of the same organizations that move cocaine to the United States. Cocaine trafficking through Guinea-Bissau has become a major threat to its prospects for democratic development and stability. The international community has responded with offers of assistance and cooperation.

  • Law Enforcement and Justice Sector Support:
    The Bureau of International Narcotics and Law Enforcement Affairs (INL) has funded two advisors to work with the authorities of Guinea-Bissau and with its international partners in efforts to bolster law enforcement and justice sector capabilities. INL has also contributed funds to support a rule of law project in Guinea-Bissau implemented by the UN Office on Drugs and Crime that seeks to foster development of protection for witnesses and better communications links between criminal justice elements in Guinea-Bissau. INL will continue to seek opportunities for assistance to Guinea-Bissau aimed at bolstering its capability to combat drug trafficking and other organized crime.
