Program Goals:

  • To promote community-oriented policing and improve access to institutions providing justice and law and order in northern Uganda; and


  • To train Child and Family Protection Unit (CFPU) officers on conducting domestic violence and child abuse investigations.

Program Components/Accomplishments:

  • Enhance community policing and improve access to law and order in northern Uganda. The Bureau of International Narcotics and Law Enforcement Affairs (INL) conducted community policing training using the Scan, Analyze, Respond and Assess (S.A.R.A.) problem solving model in four northern Uganda communities. INL-trained instructors used these lessons to hold community forums that instructed an additional 335 law enforcement personnel in various districts in the S.A.R.A methods. INL-trained trainers will institutionalize the Community Policing training so that it may be provided to all new recruits and in-service personnel.
     
  • Improve the ability of officials to investigate domestic violence and child abuse cases. INL-trained Ugandan Police Force instructors trained 25 CFPU officers on how to conduct investigations related to domestic violence and child abuse. The improved methods include procedures to increase privacy for those seeking to report cases and protect the identities of complainants. Additionally, the program provided 60 training manuals on how to conduct missing child investigations.
