Program Goal:

To support the development of democratic, responsive, and accountable criminal justice institutions that respect human rights and promote the rule of law, thereby contributing to a secure and stable transition to democracy in Tunisia. This is a new program, and Bureau of International Narcotics and Law Enforcement Affairs (INL) is currently discussing a Letter of Agreement with the Government of Tunisia that would formalize the program’s goals and objectives.

Program Components:

• Civilian Police Reform Project will encourage the transformation of the Tunisian police from a repressive force into a democratic institution that responds to citizen concerns, enforces the rule of law, and respects human rights.
• Judicial Reform Project supports efforts to improve the independence, professionalism, and accountability of the judiciary, as well as its capacity to investigate and prosecute corruption and transnational crime.

Prison Reform Project will develop and implement prisoner classification and community corrections systems for Tunisia’s prisons, pilot alternatives to incarceration, and promote safe, secure, humane, and transparent prison operations.
