The Office of Acquisitions Management (A/LM/AQM) provides the full range of professional procurement and grant services to customers worldwide, including acquisition planning, contract negotiations, cost and price analysis, and contract administration. Our acquisition activities in FY2008 were $5.9 billion. These included contracts for operations support in Iraq, Overseas Buildings Operations (OBO) construction projects, information technology, worldwide law enforcement and anti-narcotics support, furniture and furnishings, and secure procurements, as well as grants or assistance and other requirements for domestic bureaus and overseas posts. Most domestic offices have limited procurement authority and rely on us for the majority of their procurement support. Though most overseas posts have at least one American officer with contracting authority for $100,000 or more, many still turn to AQM and our Regional Procurement Support Offices (RPSOs) in Frankfurt and Fort Lauderdale, FL for assistance with procurement actions. In addition to supporting overseas posts, the RPSOs also provide forward-deployed procurement support to OBO, International Narcotics and Law Enforcement Affairs Bureau (INL), other bureaus and agencies overseas, including the Centers for Disease Control.
The Department of State has over 250 posts overseas, each of which may have the ability to award and administer contracts within limited dollar values (typically less than or equal to $250,000).
