Alleged CIA, "Ghost," or "Secret" Detainees Collection


This collection consists of documents concerning individuals apprehended after September 11, 2001 and held by the U.S. at military bases or detention facilities outside the U.S. and the rendition of detainees and other individuals to foreign powers.

Tranche I - this collection consists of documents from the Bureau of Public Affairs; the Bureau of Democracy, Human Rights and Labor; the Bureau of East Asian and Pacific Affairs; the Bureau of International Organization Affairs; and the U.S. Diplomatic Mission to Warsaw, Poland.

Tranche II - this collection consists of documents from the Bureau of European and Eurasian Affairs ; the Bureau of Political-Military Affairs; the search of the Department’s Central Foreign Policy Records; the U.S. Embassy in Athens, Greece; the U.S. Embassy in Bangkok, Thailand; the U.S. Embassy in Skopje, Macedonia; the U.S. Embassy in Dhaka, Bangladesh; and the U.S. Mission to the United Nations in Geneva, Switzerland.

Tranche III - this collection consists of documents from the Office of the Under Secretary for Political Affairs; the U.S. Embassy in Chisinau, Moldova; the U.S. Embassy in Djibouti; the U.S. Embassy in Helsinki, Finland; and the U.S. Mission to the European Union.

Tranche IV - this collection consists of documents from the Bureau of Democracy, Human Rights, and Labor; the Office of War Crimes Issues; the Bureau of International Organization Affairs; the Bureau of African Affairs; the Bureau of European and Eurasian Affairs; the Office of the Executive Secretariat; the U.S. Embassy in London; and the U.S. Embassy in Bern, Switzerland.

Tranche V - this collection consists of documents from the Office of the Legal Adviser; the Bureau of Intelligence and Research; the U.S. Mission to the United Nations in Geneva, Switzerland; and additional searches of the Department’s Central Foreign Policy Records.
