SUBJECT: Ambassadorial Nomination: Certificate of Demonstrated Competence -- Foreign Service Act, Section 304(a)(4)

CANDIDATE: Leslie Bassett

Leslie Bassett, a career member of the Senior Foreign Service, class of Minister-Counselor, currently serves as Deputy Chief of Mission in Seoul, Korea, her third of three assignments as Deputy Chief of Mission at large, critical posts. Known as a talented leader, consensus builder and manager, with broad experience in Latin America and managing the interagency process, Ms. Bassett will bring essential skills to the task of furthering bilateral relations with the Government of Paraguay, an important U.S. partner in Latin America and within the Organization of American States.

Previously, Ms. Bassett served as Deputy Chief of Mission at the U.S. Embassy Manila, Philippines (06/2009-07/2012) and at the U.S. Embassy Mexico City, Mexico (07/2006-06/2009). She was Political Counselor, U.S. Embassy Mexico City (08/2004-07/2006), Deputy Chief of Mission, U.S. Embassy Gaborone, Botswana (07/2001-08/2004), Counselor for Political-Economic Affairs, U.S. Embassy Bogota, Colombia (07/1999-07/2001), Special Assistant, Under Secretary for Political Affairs, Department of State (03/1997-01/1999), Legislative Management Officer, Bureau of Legislative Affairs, Department of State (06/1996 -03/1997), detailed to the National Security Council, (06/1995-06/1996) and Special Assistant to Under Secretary for Political Affairs, Department of State (08/1994-06/1995). In addition, she served at U.S. Missions in Tel Aviv, Israel, San Salvador, El Salvador, Durban, South Africa and Managua, Nicaragua. In Washington, she was a Desk Officer in the State Department Bureau of African Affairs and a Staff Assistant in the Bureau of Western Hemisphere Affairs. In Boston, Massachusetts, she worked as a Copy Editor for Computer Business News.

Ms. Bassett earned a B.A. from the University of California at Davis, California in 1981, a M.A. from Johns Hopkins University, Baltimore, Maryland in 1998, and a Master of Science, National Security from the National War College, Washington, D.C. in 1999. She is the recipient of numerous awards from the Department of State, including the Presidential Distinguished Service Award, 2009. She speaks Spanish and French.
