CANDIDATE: Erica Jean Barks Ruggles
Erica Jean Barks Ruggles, a career member of the Senior Foreign Service, class of Minister-Counselor, currently serves as Consul General at the U.S. Consulate in Cape Town, South Africa, a position she has held since 08/2011. During her career, she has served at the highest levels of U.S. foreign policy-making, including tours as Deputy to the U.S. Ambassador to the UN, on detail as a Director at the National Security Council, and as Deputy Assistant Secretary in the Bureau of Democracy, Human Rights and Labor. She is known for her leadership and management skills, which forge highly motivated inter-agency teams. Her expertise in governance and human rights are ideally suited to meet the challenges she will face as Chief of Mission in Rwanda.
Prior to her Cape Town assignment, Ms. Barks Ruggles served as Deputy to the U.S. Ambassador to the United Nations (01/2009-08/2011), Deputy Assistant Secretary, Bureau of Democracy, Human Rights and Labor (11/2005-12/2008), Member of the Policy Planning Staff (06/2004-11/2005), Economic Section Chief, Embassy Oslo, Norway (08/2001-05/2004), International Affairs Fellow, Council on Foreign Relations and Visiting Fellow, the Brookings Institution, Washington, D.C. (08/2000-08/2001), Special Assistant, Under Secretary for Political Affairs (09/1999-08/2000), Director African Affairs, National Security Council (11/1996-09/1999), Line Officer, Executive Secretariat (06/1996-11/1996), Desk Officer, Bureau of African Affairs (04/1994-06/1996) and Vice Consul, U.S. Consulate General, Chennai/Madras, India (04/1992-04/1994). She joined the Foreign Service in October 1991 and completed training in April 1992 prior to her assignment to Madras. She also worked as a Paralegal at Spiegel & McDiarmid in Washington, D.C. (06/1989-12/1990).
Ms. Barks Ruggles earned a Bachelor’s Degree with Honors from Swarthmore College, Swarthmore, Pennsylvania in 1989. She is the recipient of five Superior Honor Awards and five Meritorious Honor Awards from the Department of State. She speaks French and Norwegian.
