Technical Requirements for Statistician for Survey

 

Purpose: 

 

To develop, create, administer, and analyze an unaccompanied tours (UT) needs assessment survey for employees and family members.  The survey would target employees newly assigned/not yet departed and their family members, employees currently experiencing an unaccompanied tour and their family members, and employees who have completed an unaccompanied tour and their family members.

 

Methodology: 

 

A contractor, in collaboration with FLO, will develop, create, administer, and analyze a survey utilizing SurveyMonkey (subscription already owned by FLO).  The contractor working with the Family Liaison Office , would review the information that FLO has already compiled from a 2006 needs assessment survey, develop survey questions, and format survey with survey tool.  Once the responses are received, the contractor will collect the data, analyze the results, create visual charts and graphs for certain questions, and write an article to appear in State Magazine or Foreign Service Journal with the results.

 

The contractor will have full access to the 2006 needs assessment survey questions and answers to assist in formulating the questions. 

 

Job requirements

·        The contractor will work with FLO to draft the language to promote the survey and encourage participation.  Additionally, the contractor will provide an electronic PDF version of the survey to FLO to distribute to those who are unable or unwilling to take the survey online.  FLO will be responsible for distributing the request to complete the survey

·        Communication during Survey Period. Contractor will be available during the fielding of the survey to suggest additional methods for increasing participation.  FLO will also have access to the survey in SurveyMonkey to gauge the responses and see if there is a need to re-advertise or promote the survey further.

·        Once the deadline for completion of the survey has passed, the contractor will tabulate the responses.  The end product will include an interview schedule (a questionnaire with the final percentages for each response), a complete list-out of all the open-ended responses, and several sets of cross-tabulation data books.

·        Report results of statistical analyses, including information in the form of graphs, charts, and tables.

 

Applicant Qualifications

 

The applicant must be able to demonstrate familiarity with the Foreign Service lifestyle, generally gained through first-hand experience living or working in a US Embassy or Consulate community overseas. 

 

The ideal candidate will be able to demonstrate first-hand knowledge and understanding of the emotional, personal, familial, and professional implications of an unaccompanied tour as well as Department policies and administrative issues.

 

The applicant does not need to be in the Washington DC area but must have reliable access to phone and internet. 

 

Applicant must be able to demonstrate:

 

·        Ability to research, apply basic analytical methods and synthesize material from disparate sources.

·        Ability to work independently and meet deadlines.

·        Experience creating, administering, and analyzing surveys

·        Familiarity with survey tools such as Survey Monkey

·        Ability to identify relationships and trends in data, as well as any factors that could affect the results of research.

·        Ability to process large amounts of data for statistical modeling and graphic analysis, using computers.

·        Ability to prepare data for processing by organizing information, checking for any inaccuracies, and adjusting and weighting the raw data.

 

Timeline: 

 

After contractor is hired, the duration of contractor’s work:  8-10 weeks.  Work to include:  develop survey questions, conduct survey, collect answers, tabulate results, write final report for FLO review, analyze and publish report. 

 

Cost:  The contractor will be paid $5,250 to provide the required services.
