Click into "Vendors" to see who's advertising for which positions. When using the drop down under select, select an agency. Then you can chose " Overseas" and search by individual country.

http://www.usaid.gov/locations - Once you've located country specific information, look under Program Information and be sure to read the Congressional Budget Justification to identify USAID's implementing partners in your country. Implementing partners are those NGOs and consulting companies/firms that implement projects according to USAID contracting guidelines.
