Awards From Foreign Governments


Government of Albania Medal of Honor - Barry Hale (4/23/13)
Albania's Ministry of the Interior presented its Medal of Honor to Regional Security Officer Barry Hale forhis contribution to strengthening the professional capacity of the Albanian State Police as well as cooperation between U.S. and Albanian law enforcement agencies. The award is the highest honor that the Albanian government can confer upon a foreign official and marked the first time that the Albanian government has so honored a U.S. Embassy employee.


Government of Ukraine Award for International Cooperation - Andrew Parker, Michael Cestaro, Alexander Lozenko (12/23/09)
Ukraine’s Ministry of Internal Affairs presented its Award for International Cooperation to Deputy Regional Security Officer Andrew Parker, Assistant Regional Security Officer Michael Cestaro, and Chief Foreign Service National Investigator Alexander Lozenko for their respective efforts to support the Ukrainian government’s criminal investigation of embassy foreign service nationals. It was the first time that RSO staff were formally recognized by the Government of Ukraine in this manner.


Government of Paraguay Medalla al Merito de la Policia Nacional - Philippe Furstenberg (8/09)
RSO Furstenberg received the Government of Paraguay’s expression of appreciation for the excellent manner in which he supports the nation’s National Police, on behalf of the U.S. Embassy, in facilitating law enforcement efforts. Its medallion of merit is awarded to civilians and police officials who provide unusual and extraordinary assistance to the National Police of Paraguay.


Government of Madagascar Officer de l’ Order National Malagasy - Christopher Gillis (7/08)
RSO Gillis received the Government of Madagascar’s second-highest honor for his efforts in providing criminal investigation training to local law enforcement officers in the Malagasy National Police and the Gendarme. He was the first U.S. Department of State special agent to receive this award, traditionally reserved for dignitaries within the diplomatic community, military attaches, and Malagasy citizens.


Government of the Philippines Outstanding Achievement Medal - Charles Lutz (10/06)
As Director of Diplomatic Security’s Antiterrorism Training Assistance program in the Philippines, Special Agent Lutz was awarded that country’s third-highest civilian honor and the fifth-highest military decoration for training and advising the Philippine Antiterrorism Task Force. The Task Force, launched in 2005, has trained hundreds of students and had a positive impact on several Philippine law enforcement agencies.


Republic of Moldova Cross of Merit - Cameron Burks (12/06)
RSO Burks became the first non-Moldovan citizen to be awarded the Republic of Moldova’s Cross of Merit, Class II, in honor of his outstanding contributions to working collaboratively with Moldovan law enforcement authorities on several U.S.-related criminal investigations and security operations. The award also recognized his efforts to develop bilateral law enforcement capacity with that government.


Government of Honduras Recognition - Bruce Lizzi, Joseph Stowell (11/17/05)
Agents Lizzi and Stowell were presented with plaques of recognition by President Ricardo Maduro of Honduras, for the support they provided to the Honduran special prosecutors’ anti-organized crime unit. Assigned to the U.S. Embassy in Tegucigalpa, they worked on criminal cases with the Honduran unit on passport fraud, fugitives, gang operations, and murder.
