Juan Luis Del Rosario (aka Wilfred Nieves)

Juan Luis Del Rosario is wanted for making false claims to U.S. citizenship, providing fraudulent documents in support of an application for U.S. passport, and making false statements in an application for a U.S. passport.  He is also wanted for mail fraud, theft of government property, and identity theft.

Juan Luis Del Rosario was discovered when he submitted an application for a U.S. passport in Providence, Rhode Island under the false identity of Wilfred Nieves, Jr.  In support of the application, Del Rosario also submitted a Puerto Rican birth certificate.  The local Boston Passport Agency noticed several fraud indicators and submitted Del Rosario's application for investigation.  Record checks revealed that Del Rosario had an extensive criminal history, and that all signs indicated he was in fact from the Dominican Republic.  Communications with local authorities in Puerto Rico also revealed that the false identity Del Rosario used was that of a deceased person.  The true Wilfred Nieves had passed away in April of 1980.
