Kaba, Mohamed Kakou (aka Keilani Javan Parks; Kakou Hilaire N'Da)


Mohamed Kakou Kaba (aka Keilani Javan Parks, Kakou Hilaire N'Da) is wanted for making false statements in a U.S. passport application, false representation of U.S. citizenship, false representation of a social security number, aggravated identity theft, and giving false statements to a government agency.


From August 2007 to April 2009 in the District of Minnesota, Mohamed Kakou Kaba, who was born in Cote D'Ivoire (the Ivory Coast) and not a naturalized United States citizen, stole and used a United States citizen's social security number and identity.  Specifically, Kaba used the individual's identity and social security number to apply for a social security card, a United States passport, and a United States passport card.  By using the United States citizen's identity and social security card, Kaba was issued a United States passport and United States passport card.


In March 2011, federal search warrants were served on two of Kaba’s homes.  During the search it was discovered that Kaba had departed for Cote D’Ivoire only a few days prior to the search.  Kaba had flown back to Cote D'Ivoire in order to retrieve a couple of his minor children and bring them back to the United States.  Mohamed Kakou Kaba is believed to be currently residing in Cote D'Ivoire.  It is believed that his true name is Kakou Hilaire N'Da.
