Manuel Michel Mendez (aka Jose Flores, Jose Arroyo)

Manuel Michel Mendez (aka Jose Flores, Jose Arroyo) is wanted by the Diplomatic Security Service for passport fraud.  He is also wanted for aggravated identity theft and Social Security fraud.  Mendez has an extensive criminal history of drug trafficking and narcotic related crimes.

Mendez was discovered after applying for two different US passports in stolen Puerto Rican identities.  He was issued one passport and traveled to the Dominican Republic, presumably to facilitate his drug business.  Mendez has been arrested and convicted on at least three occasions for narcotics charges.  On one occasion, he was arrested for trafficking over one kilo of heroin, which qualifies him as a major trafficker in some states. 

Sources close to Mendez have indicated that he is still active in the drug trafficking business, traveling between the Dominican Republic and the United States, specifically through Tampa, FL and Rhode Island.  Mendez is an illegal alien originally from Santo Domingo in the Dominican Republic.  He is approximately 5’09” and 220 pounds, with brown hair and brown eyes.
