Justine Sincavage
Deputy Assistant Secretary, Office of Foreign Missions
Justine Sincavage has served as the Deputy Assistant Secretary for the Office of Foreign Missions since November 2008. She holds the rank of Minister Counselor.
As the Deputy Assistant Secretary, she is responsible for ensuring foreign diplomats’ compliance with privileges and immunities granted by the U.S. government; improving the treatment of U.S. Missions and their personnel assigned abroad by imposing reciprocal treatment on foreign diplomats assigned to the United States; and providing service to the foreign diplomatic and consular community in matters relating to motor vehicles, tax, customs, property, and travel.
Ms. Sincavage joined Diplomatic Security in 1986, serving briefly as a Special Agent in the Washington Field Office where she was selected for duty on then Secretary of State George P. Shultz’s protective detail. From 1988 to 1990, the height of the drug war, Ms. Sincavage served in Bogota, Colombia, where she was responsible for security programs at the Consulate in Barranquilla, in addition to her duties in Bogota.
From 1990 to 1995, Ms. Sincavage conducted criminal and suitability investigations for the Department. In 1995, she returned overseas to serve as the Regional Security Officer in Damascus, Syria. Following her tour in Damascus, Ms. Sincavage served as a Commissioned Consular Officer in Abu Dhabi, United Arab Emirates followed by service as a Career Development Officer in the Bureau of Human Resources.
Ms. Sincavage’s additional assignments include Regional Security Officer at the U.S. Embassy Kabul, Afghanistan (2002-2003); Executive Assistant to the Assistant Secretary for Diplomatic Security (2003-2004); and Director of the Office of Training and Performance Support (2004-2006), where she led the accreditation effort for the Diplomatic Security Training Center, the first federal law enforcement training center accredited by the Federal Law Enforcement Training Accreditation Board. As the Director of the Office of Overseas Protective Operations (2006-2008), Ms. Sincavage oversaw the Bureau of Diplomatic Security’s world-wide local guard, residential security, surveillance detection and protective security programs providing guidance, direction and funding to ensure effective security forces at U.S. diplomatic facilities abroad.
Ms. Sincavage is the recipient of numerous Department of State awards. She joined the ranks of the Senior Foreign Service in December 2003.
A Pennsylvania native, Ms. Sincavage earned a Bachelor of Science degree from Temple University and a Master’s degree from the Army War College.
