Fredrick J. Ketchem
Deputy Assistant Secretary for Diplomatic Security and Deputy Director, Office of Foreign Missions

Fredrick J. Ketchem became Deputy Assistant Secretary for Diplomatic Security and Deputy Director of the Office of Foreign Missions on July 22, 2013.  Mr. Ketchem is a career member of the Senior Foreign Service.

Mr. Ketchem ensures equitable treatment for U.S. diplomatic and consular missions abroad and their personnel through reciprocity; regulates the activities of foreign missions in the United States to protect U.S. foreign policy and national security interests; and provides appropriate privileges, benefits and services on a reciprocal basis to the foreign mission community residing in the United States.

A senior executive with more than 24 years with the U.S. Department of State, Mr. Ketchem has served in a variety of overseas and domestic assignments, with expertise in international crisis management (particularly in hostile environments), worldwide major events, foreign and U.S. military and security liaison, criminal, counterintelligence and counterterrorism investigations, program management, and dignitary protection.

Prior to this assignment, Mr. Ketchem was the Senior Regional Security Officer (RSO) for Mission Afghanistan with overall responsibility for the creation of security policy and programs and for their effective implementation at U.S. Government Chief of Mission facilities throughout Afghanistan.  He served as the senior security advisor to the U.S. Ambassador for two years.

He also served as the first Special Agent-in-Charge of the security detail for U.S. Secretary of State Hillary Rodham Clinton, Senior Deputy Regional Security Officer to Mission Iraq, Senior RSO to Mission Brazil, Senior RSO to Mission Ecuador, first RSO to Embassy Baku, Assistant RSO to Embassy Lima, and Assistant Special Agent-in-Charge of the Diplomatic Security Houston Field Office.  He performed temporary duty assignments in more than 100 countries.

Mr. Ketchem is the recipient of numerous Department of State awards including the Department’s Distinguished Honor Award in 2013 (nominated by Secretary Clinton), the Department’s Award for Heroism (for selfless actions under fire in Iraq), and was the 2008 Diplomatic Security Employee of the Year.  Mr. Ketchem also received Senior Performance Pay and Superior Honor Awards throughout his career.

Prior to joining the State Department, Mr. Ketchem served honorably in the U.S. Navy and received a Masters degree.
