Kurt R. Rice
Acting Assistant Director of the Threat Investigations and Analysis Directorate
Kurt Rice is acting Assistant Director for Threat Investigations and Analysis (TIA), Bureau of Diplomatic Security, U.S. Department of State. In this capacity, he oversees all Diplomatic Security programs that analyze, assess, investigate, and disseminate information on threats directed against U.S. diplomatic personnel overseas and domestically. Similarly, he is responsible for the Overseas Security Advisory Council, a public-private partnership that promotes the sharing of security information between the U.S. Department of State and American private sector organizations with operations and personnel abroad. His office also provides oversight for the Reward for Justice program, the U.S. Government’s premier public anti-terrorism rewards program.
Concurrent to this position, Mr. Rice also serves as Director of the Office of Intelligence and Threat Analysis within the TIA directorate. In that capacity, he is the senior Diplomatic Security Service (DSS) advisor regarding intelligence and counterterrorism matters. He is also the DSS representative to the U.S. Government’s Intelligence and Counterterrorism communities.
Mr. Rice is s 26-year veteran of the Department of State and a member of the senior Foreign Service with the rank of Officer-Counselor. He previously served as the Regional Security Officer at the U.S. Embassy in Moscow, where he oversaw of all U.S. security programs in the embassy and three subordinate U.S. consulates in Russia. Kurt also served as the Special Agent in Charge of the Diplomatic Security Service Chicago Field Office from 2005-2008. He also has served as Regional Security Officer in Poland and Finland.
Mr. Rice has served as the U.S. Department of State’s Special Coordinator for Afghanistan Security Programs and as Diplomatic Security’s Counterintelligence Chief for the Russia and CIS regions. He has also served several tours in DSS’ International Programs Directorate, where he regularly was called upon to fill long term/temporary assignments as RSO or provide world-wide evacuation support to U.S. diplomatic posts.
The recipient of several State Department Meritorious and Superior Honor Awards, Mr. Rice is a Graduate of the University of Minnesota.
