Donald R. Reid
Senior Coordinator for Security Infrastructure

Donald R. Reid was named Senior Coordinator for Security Infrastructure, Bureau of Diplomatic Security in May 2003. Mr. Reid oversees the Department’s Information and Personnel Security/Suitability programs and key aspects of its network cyber security program. Mr. Reid’s Information Security responsibilities include the management of classified information programs, oversight of the Department’s Special Security Office, the operation of the Industrial Security program, and the investigation/resolution of security violations. Mr. Reid is leading the transformation of the Department’s Personnel Security (security clearance) program into a transparent, customer-centered, and web-based system that employs technological solutions to ensure full integration with the Office of Personnel Management’s electronic clearance initiatives. Mr. Reid also collaborates closely with the Department’s Chief Information Officer to ensure confidentiality, integrity, and availability of the Department’s worldwide classified and unclassified networks.

Immediately prior to his joining the State Department, Mr. Reid served as the Assistant Inspector General for Investigations at the U.S. Department of Education. He directed investigations of felony crime against that Department’s $200B Federal Student Aid loan portfolio and internal employee corruption matters and thwarted numerous other fraud schemes. Mr. Reid also was an information technology program manager for Harris Corporation supporting DoD and a principal member of the technical staff at Litton/TASC supporting the National Reconnaissance Office.

Mr. Reid served in the United State Air Force for 30 years. He spent his entire career in the Air Force Office of Special Investigations (AFOSI) where he learned and honed his law enforcement, antiterrorism, counterintelligence, and security skills. His overseas assignments included Ankara, Turkey; Tegucigalpa, Honduras; and Sembach, Germany. He capped his Air Force career serving as AFOSI’s Vice Commander and retired in the grade of Colonel.

Mr. Reid earned his undergraduate degree in Criminology from the University of Maryland, his Master’s degree in Middle East Studies from the University of Utah, and completed the Senior Managers in Government seminar at Harvard’s Kennedy School of Government. Mr. Reid was appointed to the Senior Executive Service in 2000.
