Donovan Deputy Assistant Secretary for Countermeasures Mr. Donovan became Deputy Assistant Secretary for the Countermeasures Directorate on November 1, 2007. In that capacity, he supervises the development of Overseas Security Policy Board security standards and Department of State policies associated with the physical and technical security of U.S. diplomatic missions around the world. He directs Diplomatic Security offices that ensure appropriate construction and transit security related to projects at U.S. diplomatic facilities. Mr. Donovan also oversees offices that provide defensive equipment to protect U.S. lives and property from acts of violence, as well as offices that develop and deploy technical security countermeasures. He is responsible for the Diplomatic Courier Service, whose personnel provide secure and expeditious delivery of classified material to U.S. diplomatic missions globally. Mr. Donovan previously served as Assistant Director for Domestic Operations, which oversees Diplomatic Security’s international protective and criminal investigative programs. In addition to these duties, from November 1, 2007 to July 7, 2008, Mr. Donovan simultaneously served as Acting Principal Deputy Assistant Secretary for Diplomatic Security, the second highest ranking officer in the Bureau, and Acting Director of the Diplomatic Security Service, managing the daily operations of DS’s worldwide force of security and law enforcement professionals. Mr. Donovan has served as the Regional Security Officer at the U.S. Embassy in Tel Aviv, Israel and the U.S. Embassy in Kathmandu, Nepal. He also served as a security officer at the U.S. Embassy in Cairo, Egypt. He is a graduate of the Department of State’s Senior Seminar. Mr. Donovan is the recipient of several Department of State honors and awards, including the Secretary of State’s Honor Award, Senior Foreign Service Performance Awards, and Superior Honor and Meritorious Honor Awards. The Government of Nepal recognized Mr. Donovan with an award for Humanitarian Assistance. He entered service with the Department of State in 1985 and joined the ranks of the Senior Foreign Service in 2002. He holds the rank of Minister Counselor in the Senior Foreign Service. A Wisconsin native, Mr. Donovan received a Bachelor of Arts degree in Political Science from the University of Wisconsin in 1983. July 7, 2007 |
