Claude J. Nebel, Jr.
Deputy Assistant Secretary for Diplomatic Security and Deputy Director, Office of Foreign Missions

Claude J. Nebel, Jr., a member of the Senior Foreign Service, has served as the Deputy Assistant Secretary for the Office of Foreign Missions (OFM) since January 2006.

As Deputy Director of OFM, Mr. Nebel oversees an office created by Congress to improve the treatment of U.S. diplomatic personnel and missions abroad by ensuring reciprocal treatment of foreign diplomats and their missions in the United States. OFM manages motor vehicle registrations, license plates issuance, tax and customs benefits, property, and travel of foreign diplomats working in the United States. By managing these special privileges and protections afforded to foreign diplomats in the United States, OFM works to ensure the reciprocity of privileges and benefits for U.S. diplomats working abroad.

Mr. Nebel began his career with the Department of State’s Bureau of Diplomatic Security in 1987 as a Special Agent assigned to the Washington Field Office. In addition to his current assignment, Mr. Nebel has served in many challenging positions during his tenure including; Senior Regional Security Officer in American Embassy Berlin July 2005 to 2006, Regional Security Officer for the American Consulate General in Frankfurt from 2004 to 2005, Special Agent in Charge of the Boston Field Office from 2001 to 2004, Regional Security Officer in Copenhagen, Denmark from 1998 to 2001, Special Agent in the Criminal Investigative Liaison Branch, Washington, DC from 1995 to 1998, Regional Security Officer at American Embassy Tel Aviv from 1993 to 1995, and as a Supervisor for Protective Security Details for several former U.S. Secretaries of State.

Mr. Nebel has received several awards including Group Superior Honor Awards in 2005 and 1995, Group Meritorious Honor Awards in 2004 and 1989 and Meritorious Honor Awards in 2001, 1997 and 1994. Mr. Nebel is also the recipient of the 2003 Leadership Award by the City of Boston, Federal Executive Board for outstanding leadership and management during the 9/11 terrorist crisis.

Prior to joining the Foreign Service in 1987, he held positions as a management representative with LTV Steel Corporation, Houston, Texas, a hearing officer with the Court of Common Pleas in Pennsylvania, and as co-operator of a business in the food industry for six years.

Mr. Nebel holds a Bachelor of Arts degree from St. Vincent College in Latrobe, Pennsylvania, and a Master of Arts degree in Administration of Justice, Law Enforcement from the University of Pittsburgh.

He is currently a member of the Federal Law Enforcement Officers Association, the U.S. Chiefs of Police Association, Metropolitan DC chapter of the Fraternal Order of Police, the Diplomatic Security Special Agents Association, Greater Boston Federal Executive Board, Boston Senior Executive Board and the U.S. Attorney General’s Anti-Terrorism Task Force for New England.
