Diplomacy in Action

Agencies that have transitioned or are in the process of transitioning to the FAN include: the Foreign Agricultural Service (FAS), U.S. Agency for International Development (USAID), and the Food and Drug Administration (FDA). As the FAN is optimized for 21st Century IT services and capabilities, other agencies operating overseas will be able to transition to the FAN under this shared service model.

The Department’s proven success with managing a robust and flexible global network makes it uniquely qualified to continue the development and expansion of services provided by this interagency platform. The feasibility of utilizing a single network has been supported by recent technology changes and proven through pilot efforts to achieve cross-agency collaboration. For example:

  1. The IT Transformation Initiative (ITTI) is integrating USAID’s network and DOS’ network into a single network and transforming the way IT services are provided globally at 70 overseas locations where DOS and USAID have a presence.
  2. For the Foreign Agricultural Service (FAS) the Department devised and implemented an innovative approach of creating and offering a selection of services responsive to FAS’s need to provide network and user support services for FAS personnel overseas.

The FAN initiative will leverage, reuse, and standardize design elements of projects (described above) by incorporating them into a broader catalog of services, transitioning State’s network infrastructure into a "FAN as a shared service" offering to all agencies operating overseas.
