How to Apply for Title


 

Payment of Disposition Fees or Surcharges, if any, at Disposition

The Department has developed separate motor vehicle reciprocity polices for each foreign mission in the U.S. to reflect the treatment of the US Mission's vehicle issues by that sending state. Members of the foreign mission community should be aware of the motor vehicle reciprocity policy for its mission before selling and/or transferring vehicles to other buyers or entities. OFM will collect reciprocal disposition fees and surcharges, if any, from a member of the Foreign Mission Community (or the Mission) before the issuance of the vehicle title. The fees or surcharges will be imposed using the similar criteria utilized by the sending State when imposing such assessments/taxes on the U.S. mission or its members. Such fees and surcharged do not affect all Foreign Missions

Specific Instructions:

The e-Gov system account holder must submit an application on the Department’s e-Gov system and send a scanned copy of the complete application, outlined below, along with all supporting documents to OFMTitleApplication@state.gov, in the Washington Metropolitan Area, or to the appropriate OFM Regional Office e-mail address for the region in which the applicant resides. The subject line of each e-mail should include the mission name and the transaction number generated by the e-Gov system, e.g., Mission Name – 5000XXXXXX. E-mail submissions to the regional offices should include the type of application submitted (e.g., sale title, export title, self-terminating, etc.). Any applicable fees associated with title applications must be submitted to the OFM Customer Service Center (CSC) or to the OFM Regional Office which serves the applicant’s state of residence, accompanied by the OFM-approved Payment cover sheet.

Guidelines for a Complete Application by Application Type

*All vehicle title applications must submitted complete with signature of the registered owner and co-owner (if applicable), and the mission’s seal.

Applying for a Sale Title

Required Documents for a Complete Sale Title Application:

  • e-Gov Application Submission Receipt
         o  Lien release title or release letter (containing the vehicle identification number) that proves satisfaction of an existing lien, if the vehicle is being sold to a private individual (Original document(s) may be required prior to title issuance)
  • Reciprocity fee, if applicable
         o Acceptable forms of payment: Check or Money Order payable to the U.S. Department of State
         o Completed OFM-approved Payment cover sheet

Applying for an Export Title:

A member of the Foreign Mission Community wanting to export a motor vehicle: Under "TITLE TO," select "EXPORT." Leave the Field "BUYER NAME" blank.

Required Documents for a Complete Export Title Application:

  • e-Gov Application Submission Receipt
  • Proof of active insurance valid for 30 days, for issuance of a 30-day temporary tag
  • If a temporary tag is not required, submitter should state this in the e-Gov application remarks
    • Lien release title or release letter (containing the vehicle identification number) that proves satisfaction of an existing lien
      • Original document(s) may be required prior to title issuance
  • Reciprocity or service fee, if applicable
         o  Acceptable forms of payment: Check or Money Order payable to the U.S. Department of State
         o  Completed OFM-approved Original Ownership Document cover sheet

Applying for a Lease Title:

Provide the name and mailing address of the leasing company or its designated representative in the field "BUYER NAME." Lastly, indicate that the buyer "IS NOT A FOREIGN MANTIONAL ACTING AS AN OFFICIAL REPRESENTATIVE."

Required Documents for a Complete Lease Title Application:

  • e-Gov Application Submission Receipt
  • The leasing company/buyer information entered must match the leasing company in the vehicle registration record.
  • Reciprocity fee, if applicable
         o  Acceptable forms of payment: Check or Money Order payable to the U.S. Department of State
         o  Completed OFM-approved Payment cover sheet

Applying for a Salvage Title:

An insurance company has declared a motor vehicle "totaled" or "too expensive to repair". Print the word "SALVAGE" on the top and bottom of the application. Under "TITLE TO," select "SELL." Provide the name and mailing address of the insurance company or its designated agent in the field "BUYER NAME." Indicate that the buyer "IS NOT A FOREIGN NATIONAL ACTING AS AN OFFICIAL REPRESENTATIVE." Lastly, submit a brief explanation of what happened to the motor vehicle.

Required Documents for a Complete Salvage Title Application:

  • e-Gov Application Submission Receipt
  • Total loss letter from the insurance company which includes the VIN, make and model of the vehicle, and the owner’s name     
         o  Total loss letter must explicitly state that the vehicle has been declared a total loss
  • Reciprocity or service fee, if applicable
         o  Acceptable forms of payment: Check or Money Order payable to the U.S. Department of State
         o  Completed OFM-approved Payment cover sheet

Applying for a Junk Title:

A “JUNK” Title should be applied for if the owner has decided to sell a motor vehicle for use as parts or scrap. Print the word "JUNK" on the top and bottom of the application. Under "TITLE TO," select "SELL." Provide the name and mailing address of the junkyard or scrap facility in the field "BUYER NAME." Indicate that the buyer "IS NOT A FOREIGN NATIONAL ACTING AS AN OFFICIAL REPRESENTATIVE." Lastly, submit a brief explanation of what happened to the motor vehicle.

Required Documents for a Complete Junk Title Application:

  • e-Gov Application Submission Receipt
  • Copy of the buyer’s dismantler’s license if the buyer is a multipurpose business (used car, car parts, etc.), or if it is not clear that the buyer is a state-certified junk facility
    • Lien release title or release letter (containing the vehicle identification number) that proves satisfaction of an existing lien
      • Original document(s) may be required prior to title issuance
  • Reciprocity or service fee, if applicable
         o  Acceptable forms of payment: Check or Money Order payable to the U.S. Department of State
         o  Completed OFM-approved Payment cover sheet

In addition to the above requirements, for Non-conforming Vehicles:

  • Statement on Junk/Scrapyard company letterhead declaring that the vehicle will be completely destroyed and none of its parts will be used or sold for any reason

Applying for a Self-Terminating Title:

A "Self Terminating Title" is issued to enable a member of the Foreign Mission Community, other than a Foreign Mission, to register a Motor Vehicle with a local jurisdiction if the following conditions are met:

1. The member of the Foreign Mission Community is terminating employment at the Foreign Mission and remaining in the United States: Under "TITLE TO" select "SELF TERMINATING." Leave the field "BUYER NAME" blank. Submit a DS-2008 (Notice of Termination of Diplomatic, Consular, or Foreign Government Employment)* and a copy of the Certification of Naturalization, Alien Registration Receipt Card, "green card," or other proof of legal presence in the United States (e.g., if remaining in the U.S. as a non-immigrant). If temporary license plates are being requested prior to registering the motor vehicle in a local jurisdiction, submit proof of insurance.

2. A member of the Foreign Mission Community who has become a U.S. citizen or legal permanent resident, and will remain employed at the Foreign Mission: Under "TITLE TO" select "SELF TERMINATING." Leave the field "BUYER NAME" blank. Submit DS-2006(Notification of Change Identification Card Request)* and a copy of the Certification of Naturalization or Alien Registration Receipt Card, "green card". If temporary license plates are being requested prior to registering the Motor Vehicle in a local jurisdiction, submit proof of current insurance.

Required Documents for a Complete Self-Terminating Title Application:

  • e-Gov Application Submission Receipt
  • Proof of visa change supporting continued legal residency in the United States
         o  i.e., Permanent Residency card, copy of an endorsed I-566, copy of the Department of Homeland Security’s I-797C “Notice of Action”, or other proof of continued legal residency
  • Reciprocity or service fee, if applicable
         o  Acceptable forms of payment: Check or Money Order payable to the U.S. Department of State
         o  Completed OFM-approved Payment cover sheet

Transferring a Vehicle to an Owner within the Diplomatic Community

Required Documents for a Complete Application:

  • e-Gov Application Submission Receipt
  • Seller’s e-Gov Title Application
  • Lien release title or release letter (containing the vehicle identification number) that proves satisfaction of an existing lien
    • Original document(s) may be required prior to title issuance
  • Title applications for Transfers within the Diplomatic Community are processed only upon receipt of the buyer’s e-Gov Registration Application, complete with buyer’s proof of insurance, and according to the processing standard for vehicle registration applications.
  • Reciprocity or service fee, if applicable
         o  Acceptable forms of payment: Check or Money Order payable to the U.S. Department of State
         o Completed OFM-approved Payment cover sheet
