The following foreign missions are authorized to submit requests for the extension of services under the Airport Escort Screening Courtesies Program:
· Embassies
· Missions to the Organization of American States
· Organization of American States (Secretariat)
· Missions to the United Nations
· United Nations (Secretariat)
Such requests are not accepted from consular posts or international organizations (other than those listed above).
In order to request services, the foreign missions described above are required to submit a completed Form DS-4138, Request for Escort Screening Courtesies to the Office of Foreign Missions.

Form DS-4138, Request for Escort Screening Courtesies should be downloaded and saved on the mission’s computer.
Once completed, the form must be printed out, electronically scanned, and sent as an attachment of an electronic mail message to escortscreening@state.gov.
In order to be able to make the necessary logistical arrangements associated with such requests, the Office of Foreign Missions must electronically receive a completed Form DS-4138, Request for Escort Screening Courtesies at least three business days (i.e., Monday through Friday, excluding U.S. holidays and weekends) prior to the anticipated date of first departure from an airport in the United States.
To expedite the review of a request, missions should:
1. List the surname or family name in capital letters and match the spelling of the name on the individual’s visa;
2. The Point-of-Contact (POC) designated by the mission on Form DS-1438, must be available by telephone at all times prior to the dignitary’s departure. Thus, a daytime and after-hours telephone number is required for each POC.
3. A separate request must be submitted for each person for whom screening courtesies are sought, even if they have the same itinerary as the principle traveler;
4. Information on the number of additional persons who may be accompanying the dignitary under escort, but who are not entitled to screening courtesies themselves, should also be provided.
