Established in March 2003, the Office of Foreign Missions’ (OFM) Miami Regional Office provides services and liaison to foreign OFMmia.jpgofficials honorary consuls who are accredited by the U.S. Department of State assigned within the southeast states of Alabama, the Commonwealth of Puerto RicoFlorida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee, the U.S. Virgin Islands, and West Virginia.

OFM Miami is responsible for compliance oversight for a range of programs for the foreign official consular community including: diplomatic tax exemptions, diplomatic customs clearances, diplomatic motor vehicle registrations and drivers licensing.

OFM regional offices ensure compliance with the Foreign Missions Act (22 U.S.C. 4301-4316) and the Vienna Convention on Consular Relations. OFM regional offices liaise with local, state, and federal government agencies in matters affecting foreign consular representation, immunities and privileges, and consular notification by police agencies in the event of arrest, detention, or death of foreign nationals.

Foreign mission officials and employees, and other interested parties may contact OFM Miami from 9:30 am – 11:30 am and 1:30 pm – 4:00 pm, Monday through Friday, except Federal Holidays.

State Driver Licenses

Some A-2 visa holders are not eligible for a State Department license. If residents in Florida, Georgia, Tennessee and North Carolina, persons must first obtain a “Non-Eligibility Letter” from OFM confirming their eligibility for a state license, then use the designated Driver Services office in your state to obtain a state Driver License.
