| BIOGRAPHY Karen Aguilar Acting Coordinator, Office of the Coordinator for Counterterrorism Term of Appointment: 03/14/2005 to 08/02/2005 Karen Aguilar became Acting Coordinator for the Office of Counterterrorism on March 14, 2005. Prior to assuming her duties, Ms. Aguilar served as the Acting Principal Deputy Coordinator for Counterterrorism.
Ms. Aguilar is a career member of the Senior Foreign Service, class of Minister Counselor. She joined the foreign Service in 1980. She was Counselor of Embassy for Law Enforcement at the American Embassy in Moscow from 2000 to 2003. She has also served in Uzbekistan, NATO, the National War College, the Pentagon, Somalia, Burkino Faso, Benin, Nigeria and Austria. She is a graduate of the National War College, class of 1993, has a BA from UCLA, and an MA from and is a PhD candidate at the University of Virginia at Charlottesville. Ms. Aguilar was born in California and is married to a Foreign Service Officer. The State Department is the lead federal agency dealing with international terrorism. Acting Coordinator Aguilar’s office, S/CT, has primary responsibility for developing, coordinating, and implementing U.S. counterterrorism policy. On behalf of the Secretary, Ms. Aguilar represents the Department on the Counterterrorism Security Group. Her office plays a leading role on the Department of State’s counterterrorism task forces organized to coordinate responses to international terrorist incidents. Ms. Aguilar’s responsibilities include coordinating U.S. Government efforts to improve counterterrorism cooperation with foreign governments, including the policy and planning of the Department’s Antiterrorism Training Assistance Program.
