| BIOGRAPHY Kenneth C. Brill Acting Assistant Secretary, Oceans and International Environmental and Scientific Affairs Term of Appointment: 08/21/1999 to 04/23/2001 Ambassador Kenneth C. Brill is acting Assistant Secretary of State for Oceans and International Environmental and Scientific Affairs (OES). He has served as the Principal Deputy Assistant Secretary of State for the OES Bureau since August 24, 1999. Prior to joining OES, Ambassador Brill was the U.S. Ambassador to the Republic of Cyprus from 1996-1999.
A career member of the U.S. Foreign Service, Ambassador Brill joined the Department of State in 1975. His overseas assignments have included postings in Ghana, Jordan, and India, where in his last posting (1991-1994) he served as Deputy Chief of Mission and Charge d’affaires. Ambassador Brill has also had a variety of Washington assignments involving countries in Africa and the Middle East. In addition, he has served in various capacities with senior State Department officials, including the Under Secretary of State for Political Affairs and the Secretary of State. During the period 1994-1996, he served as Executive Secretary of the Department of State and Special Assistant to the Secretary of State. Ambassador Brill graduated with a BA from Ohio University in 1969 and received his MBA from the University of California at Berkeley in 1973. He is married to the former Mary Lee Pfeifer of Minnesota and has two children. Ambassador Brill has received the Department of State’s Distinguished, Superior and Meritorious Honor Awards.
