Joyce A. Barr
Ambassador, Republic of Namibia
Term of Appointment: 10/04/2004 to 07/31/2007

Joyce Anne Barr was nominated as U.S. Ambassador to Namibia by President Bush and was confirmed by the U.S. Senate. Ambassador Barr began her appointment on October 4, 2004. 

Ms. Barr is a career member of the United States Foreign Service. A native of Tacoma Washington, she joined the Department of State in September 1979. Her previous assignments abroad include Stockholm, Sweden 1980; Budapest, Hungary 1982; Nairobi, Kenya 1985; Khartoum, Sudan 1989; and Ashgabat, Turkmenistan 1998. Her most recent assignment was as Counselor for Management Affairs in Kuala Lumpur, Malaysia.

Ms. Barr has worked on a wide range of issues during several domestic assignments in Washington, DC. She was a Recruitment Officer in the Bureau of Personnel; the Human Rights Officer for the Middle East and South Asia in the former Bureau of Human Rights and Humanitarian Affairs; and while assigned to the Bureau of International Organizations, she was the desk officer for the U.S. Industrial Development Organization and the World Tourism Organization.

She participated in the Pearson Program, a special domestic assignment which enabled her to work for one year in the Congress. During this time, she worked as a Legislative Assistant for former New York Senator Daniel Patrick Moynihan and Mississippi Congressman Bennie G. Thompson. In Senator Moynihan's office, she focused on the impact of HIV/AIDS in Sub-Saharan Africa and the role of scarce fresh water resources in Middle Eastern conflicts. While working for Congressman Thompson, she coordinated efforts to increase international trade opportunities for Mississippi's agricultural exports. Later, she served as a Post Management Officer in the Bureau of East Asia and Pacific Affairs where she provided managerial support and guidance for several U.S. embassies to include extensive logistical planning and multi-lateral negotiations to obtain property on behalf of the U.S. Government and served as a Senior Watch officer in the State Department's crisis center.

Ms. Barr graduated Magna Cum Laude from Pacific Lutheran University with a BA in Business Administration. She also holds a MPA from Harvard University and an MS in National Resource Strategy from the Industrial College of the Armed Forces. She has also received both Swedish and Russian language training. Ms. Barr has earned three group Superior Honor Awards and a Performance pay award from the Department of State.
