Avis T. Bohlen was sworn in on November 24, 1999 as Assistant Secretary for the Bureau of Arms Control. Ms. Bohlen joined the Foreign Service in 1977 and had several assignments in the Bureau of European Affairs. She served as U.S. Ambassador to Bulgaria (1996-99); Deputy Chief of Mission at the U.S. Embassy in Paris, France (1991-95); and Deputy Assistant Secretary of State for European and Canadian Affairs (1989-91) with responsibility for European security issues. Previous assignments include Director of the Office of European Security and Political Affairs (1988-89); Director of the Office of Western European Affairs (1987-88); Executive Director of the United States Delegation to the U.S.-Soviet Nuclear and Space Arms Talks in Geneva, Switzerland (1986-87); Deputy Political Counselor at the U.S. Embassy in Paris (1982-85); and Chief of the Strategic Affairs and Arms Control Section in the Office of NATO Affairs (1980-82). She has also served on the Policy Planning Staff (1985-86) and as Executive Director on the U.S. Delegation for Nuclear and Space Talks in Geneva (1986-87). Prior to joining the Foreign Service, Ms. Bohlen worked for the U.S. Arms Control and Disarmament Agency (1974-77) and was a member of the U.S. Delegation to the Mutual and Balanced Force Reductions (MBFR) talks in Vienna. Ms. Bohlen has a B.A. degree from Radcliffe College (1961) and an M.A. from Columbia University (1965). She received the President's Distinguished Service Award in 1991.
