Special Self-Help Programs: Project Selection

Projects selected are identifiable as:

  • Demonstrating U.S. interest in the welfare and self-help endeavors of local communities by extending assistance directly to people at the local level rather than on a government-to-government basis.
  • Having the potential for generating public and political goodwill towards the United States. Avoided are those activities which may be potentially controversial within the cooperating country.
  • Receiving community participation and contribution (volunteer time and labor, donated land, equipment and materials), with U.S. contribution being on a one-time basis only.
  • Being of a high-impact nature, benefiting the greatest number of people possible with any one single activity.
  • Helping to improve basic economic or social conditions at the local community or village level.
  • Being simple and self-reliant and within the general means of the local community to implement.
  • Respecting environmental norms and avoiding activities that could adversely affect protected environmental areas and jeopardize threatened and endangered species and their habitat.
