Assistant Chief of Protocol, Andrew Shepard: Good afternoon, Excellencies, Secretary Rice and distinguished guests, ladies and gentlemen.

I am Andrew Shepard, the Assistant Chief of Protocol for Visits, here at the United States Department of State. I am pleased to welcome all of you today to the Treaty Room for the swearing in of Jendayi Frazer to be the new Assistant Secretary for African Affairs. Ms. Frazer is accompanied today by her mother Ida and a number of other very distinguished guests are also with us today. Please, a special welcome to the Honorable Andrew Natsios, the Administrator of USAID, the Honorable Sam Kutesa, Foreign Minister of Uganda and many members of the African Diplomatic Corps. Please join me in welcoming our special guests.

In a moment, Secretary Rice will deliver remarks and administer the oath of office to the new Assistant Secretary. Once Assistant Secretary Frazer takes the oath, she will deliver the remarks and sign her official appointment papers right over here at this table. We will then have the opportunity to congratulate her and her mother right here in front of the podium. Ladies and gentleman, welcome the Secretary of State.
