Opening of the Interim General Headquarters, Sudan People's Liberation Army (SPLA)

We are pleased to participate in the opening of the SPLA's new Interim General Headquarters. These buildings are more than a new home for the leadership of the SPLA. They are a symbol of the partnership that exists between the people of Southern Sudan and the people of the United States of America, and demonstrate the commitment of the United States to full implementation of the Comprehensive Peace Agreement (CPA).

Working together, we have begun to build peace. The signing of the CPA three years ago ended decades of civil war. There should be no return to war, as the CPA has ushered in a new future of peace. But the job of peace is never finished. The CPA itself must be strengthened and nurtured over the coming months and years, so that the promise gained through its implementation can be realized in its entirety. We must continue to strive to build prosperity and opportunity -- the fruits of peace.

You have our commitment that we will continue to stand by your side as we all work for the good of the people of Sudan. The CPA allowed the SPLA to maintain its forces during the Interim Period, and we are privileged to partner with the SPLA in transforming it into a professional military force wholly accountable to its citizenry and able to serve all the people in defending the legitimate rights and aspirations of the Sudanese people. This Interim General Headquarters facility - given to the people of Southern Sudan by the American people - is a step forward in realizing that goal.

On behalf of all Americans, I wish you and your country future success.
