Deputy Assistant Secretary Wharton (Jan. 19):
 "One of the ways that Africa is at the center of our foreign policy has to do with our commitment of finding new models for development and partnerships with other countries. For too long, I think, Africa and the United States have had a sort of a client/donor relationship that has not worked well. And so this Administration is looking for new models to do business. And one of our mantras is country-led, which means that rather than simply designing a development package here in Washington and then taking it wrapped in a nice ribbon and offering it to people in other parts of the world, we go first to people in other parts of the world and say, “What is it that you’re doing that seems to be working, and how can we support that?
