Special Advisor Einhorn (Aug. 4): "One has to be conscious about the timing of resuming these six-party talks. I don't know that we are ready today to resume those talks. I think we have to understand better the nature of North Korean recent behavior including its torpedoing of the Cheonan. I think North Korea's actions raise legitimate questions in the minds of people about whether they are actually prepared to live up to their obligation to disarm completely, verifiably and irreversibly."
