Joint Coordinator’s Report on the Progress of the U.S.-Russia Bilateral Presidential Commission
As Coordinators of the Commission, Russian Minister of Foreign Affairs Sergey Lavrov and Secretary of State Hilary Clinton presented their joint report on the Commission’s work over the last year. The report notes the progress Working Groups have accomplished and identifies priority areas to continue cooperation. In this vein, the Coordinators announced their agreement to establish new working groups on Innovation, to be chaired by Under Secretary of State for Economic Affairs Robert Hormats and Russian Presidential Advisor Arkady Dvorkovich, and on Rule of Law, chaired by Russian Minister of Justice Alexander Konovalov and U.S. Attorney General Eric Holder. Agreements Deepening U.S.-Russia Coordination on Health Issues
President Obama and President Medvedev highlighted the recent progress made in U.S.-Russia Health cooperation, citing the recently concluded Joint Protocol of Intent on Global Polio Eradication and the subsequent polio immunization and monitoring missions carried out in Central Asia. The two Presidents also underscored the importance of the recently signed Memorandums of Understanding furthering cooperation in fields of vital importance to the U.S. and Russia, including Biomedical Research and HIV/AIDS Research. Memorandum of Understanding on the Smart Grid Partnership Program
The Smart Grid Memorandum of Understanding is the centerpiece of the City-to-City Smart Grid Pilot Project and was concluded under the framework of the U.S.-Russia Energy Working Group. This initiative is designed to utilize innovative, cutting edge technologies to assist municipalities and utilities to cut losses in grid systems, reduce costs and improve reliability. It is part of a broad range of cooperative activities under the Energy Working Group to promote energy efficiency, spur innovation to build cleaner economies, and ensure energy security. The Smart Grid Pilot Project links the City of San Diego and Belgorod Region, as well as San Diego Gas & Electric and the Interregional Distribution Grid Company in Russia. The Project envisages a series of exchanges between the two cities and utilities, the development of a work plan outlining a common scope of work, and the sharing of managerial expertise and best practices. The project was developed with the support of the U.S. Department of Energy and the Ministry of Energy of the Russian Federation. The United States Agency for International Development is also providing funding and resources to support this effort. Read MOU on Smart Grid Partnership Program.
