Assistance Goals: The overall goal of USG assistance is to help Montenegro become a stable, democratic and prosperous country, firmly anchored in Euro-Atlantic and international institutions, including the North Atlantic Treaty Organization (NATO) and the European Union (EU).

Areas of Focus (Foreign Operations Appropriated Assistance):
Peace and Security (PS): FY2008: $0.9M; FY2009 Estimate: $1.5M; FY 2010 Request: $3.3M

  • Foster military cooperation and help Montenegro’s military forces meet the standards necessary for participation in international peacekeeping operations and eventual NATO membership;
  • Build police and prosecutorial capacity to combat organized crime;
  • Increase public understanding of U.S. foreign policy objectives in the region.

Governing Justly and Democratically (GJD): FY2008: $3.9M; FY2009 Estimate: $2.8M; FY2010 Request: $3.9M

  • Support the Montenegrin Parliament’s efforts to develop sound legislation and implement reforms necessary to further democracy, rule of law, and economic growth;
  • Strengthen the advocacy and watchdog capacity of the NGO sector;
  • Improve the reporting of independent media outlets and help them achieve sustainability.

Investing in People (IIP): FY2008: $0.4M; FY2009 Estimate: $0.0M: FY2010 Request: $0.0M

  • Through support for educational exchanges, foster the development of skills that will contribute to Montengro’s economic growth and of attitudes that will help sustain democratic reforms needed to advance its Euro-Atlantic integration.

Economic Growth (EG): FY2008: $4.1M; FY2009 Estimate: $4.1M; FY2010 Request: $5.1M

  • Develop public and private partnerships at the municipal and regional level that lead to job creation and raise living standards;
  • Increase Montenegro’s capacity to adhere to international trade rules and establish transparent regulatory structures conducive to the expansion of trade and investment;
  • Build micro-enterprise capacity through support for NGOs which provide services to the private sector

Recent Successes:

  • USG-funded programs assisted in drafting Montenegro’s criminal procedure code, enacted in August 2009, and will support the training of prosecutors and police in the new procedures;
  • With U.S. support, a financial crimes initiative was launched in 2009 leading to establishment of an interagency task force and more effective law enforcement measures. As a result, Montenegro is better able to cooperate with law enforcement bodies in neighboring countries on an operational level;
  • Partly due to U.S. support for macroeconomic reform, in 2009 Montenegro ranked high among countries in the region on the World Economic Forum Competitiveness Index;
  • U.S. technical assistance to the agriculture sector strengthened local capacity to diagnose and control animal diseases, improved safety and quality of products and expanded trade options for the regional market.
