Foreign Operations Assistance Fact Sheet, June 2013*

U.S. assistance to Azerbaijan is targeted to encourage reforms that promote regional security, the development of key democratic institutions and processes, and broad-based economic growth. The United States is partnering with the Government of Azerbaijan to co-finance some assistance programs, particularly in the area of economic growth.

Assistance Activities by U.S. Goals in Azerbaijan

Azerbaijan contributes to regional peace and stability, notably in support of NATO operations in Afghanistan, and its security institutions effectively counter transnational threats

Date: 2013 Description: Azerbaijan: FY 2012 Foreign Operations Assistance by Objective*: Peace and Security=21%; Governing Justly and Democratically=45%; Economic Growth=32%; Humanitarian Assistance=2%. - State Dept Image• U.S. technical assistance, training, and equipment helps the Government of Azerbaijan to develop peacekeeping capabilities in support of coalition operations and promote progress towards international and NATO interoperability, including officer training to promote institutional capacity and staff development. The United States also provides training, technical assistance, and equipment to enhance Azerbaijan’s capability for counterterrorism operations, border security and maritime security.

• U.S. government assistance helps Azerbaijan combat domestic and transnational criminal activities. U.S. programs give technical assistance and equipment to Azerbaijan’s law enforcement agencies to help control strategic trade, meet international nonproliferation obligations, and improve border security. In addition, the United States provides technical assistance to the government and civil society organizations to prevent trafficking in persons and protect victims.

• The United States is providing technical assistance and equipment to reduce risks posed by landmines and unexploded ordinances, and is supporting activities to improve stockpile security and destruction of explosive remnants of war.

U.S. assistance supports Azerbaijan’s democratic and economic reform process, promoting competition and pluralism in society to lay the foundations for a sustainable, market-based democracy

• U.S. assistance supports the Government of Azerbaijan’s efforts to increase transparency and accountability in the provision of public services, develop effective mechanisms for consulting citizens on resource decisions, and take measures to reduce corruption. The United States is working with non-governmental organizations to strengthen their ability to advocate for citizen interests, safeguard civil and political rights, and increase public participation in governance, especially at the regional level. The United States is assisting independent media to increase citizens’ access to objective information, including through use of web-based and mobile device news platforms.

• The United States provides technical assistance and training to justice sector officials to improve application of the Criminal Code, the Criminal Procedural Code, and administrative procedures; to enhance the justice sector’s capability to combat corruption, trafficking in persons, and money-laundering; and to build the capacity of the defense bar. U.S. assistance also supports efforts to establish free legal assistance for the poor.

• The United States provides technical assistance to improve competitiveness in targeted sectors and promote the development and implementation of legal and regulatory reforms that support trade liberalization and improve the business climate. Assistance also supports implementation of best practices in commercial banking and banking supervision, including anti-money laundering regulations. U.S. assistance programs foster improved competitiveness in targeted agricultural value chains that have a high potential for income growth, employment, and export to meet U.S. or EU market standards. Training and technical assistance supports small and medium scale agricultural producers and agribusinesses’ ability to produce sufficient quantity and quality, and to compete in local or export markets.
