The United States shares the frustration expressed by the distinguished Ambassador of Switzerland and by the EU. We reiterate the point that has already been made -- time is getting very short.

We appreciate the efforts that you have underway at this time, and we very much look forward to your presentation next week with the hope that it will show some significant progress in bringing this issue to a quick resolution.

It would be intolerable for a field presence to de facto cease operations while there is still a PC mandate for it to operate.
