The Regional Training Center (RTC) serves the interests of participating nations in the Southern Cone and Andean regions by expanding the long-term liaison relationships among foreign officials to combat international criminal activity and by supporting democracy by stressing the rule of law and human rights in international and domestic police operations. The RTC is an associate facility to the global network of ILEAs and does not supersede the authority or jurisdiction of the ILEA in San Salvador. The USG has not signed a Bilateral Agreement with the GOP establishing the RTC. Instead, the RTC operates under a Memorandum of Understanding delineating the responsibilities of the two governments. The RTC is not identified as “ILEA Lima” but operates under the banner of ILEA Latin America. Staffing
The Peruvian National Police has been designated as the primary agency to provide managerial, administrative and operational support of the RTC on behalf of the GOP. The RTC works with an academic institute designated by the GOP to provide assistance in the delivery and evaluation of instructional programs. Operational Procedures
Initial offers of training to participating nations are made through the U.S. Embassies in the respective countries. Participants nominated by these countries are vetted through a rigorous process to ensure that only those with the highest moral qualities and impeccable human rights records are selected for ILEA training. Overview of Programs The RTC offers Advanced Specialized courses (1-2 weeks long) to a selected audience of supervisory level police officers, prosecutors, and judicial officials based on specific needs tailored to the particular circumstances in the Andean and Southern Cone regions. A list of these courses in provided in the Appendix. To maximize its impact the RTC offers train-the-trainer instruction to help develop instructors for national training institutions in their respective countries. Participation in the RTC is open to officials from Peru, Argentina, Bolivia, Chile, Brazil, Colombia, Ecuador, Paraguay and Uruguay. | ||||||||||||||||||||
